Teaching your cat "come here" is a miminal effort thing to teach. the only things you'll need is a cat, and treats. you could also use a clicker, witch is not required.

to teach your cat to "come here" on command, you will have to follow these steps:

1. say "come here" with a Highish pitched voice
2. next, Shake a cat treat bin/bag for a second
3. When your cat is close to you, give her a treat and say "good girl"
4. repeat this until your cat doesn't need treats to keep doing it
5. Eventually, you should have a trained cat!

if this doesn't work, you either have a deaf cat, or a lazy one, witch is fine.

My cats took around 10 minutes for them to get the hang of it, but for other cats it can take probably about 1 week or so.
